Downtown Everett is at the beginning of a major crossroads in terms of <br />development. Recent development activity (Everett Events Center, County <br />campus improvements, residential developments, and the transit center) <br />combined with State GMA requirements, increasing property values, <br />Comprehensive Plan goals and policies, and changing regional demographics <br />are creating pressure to densify downtown. Figure 16 illustrates that there are a <br />great number of developable sites downtown - particularly west of Hoyt Avenue. <br />Properties with a low ratio of improvement values to land values were mapped <br />under the "City identified potential development sites". These are typically older <br />single story buildings served by surface parking lots. Sites identified as "other <br />potential development sites" are other lightly developed properties that appear to <br />provide redevelopment potential based on a windshield survey. <br />Figure 16.
