CHAPTER 3 <br />Traffic congestion levels are generally not significant in the downtown core. <br />Traffic signals have been re -timed to accommodate changes in traffic patterns. <br />There are some traffic delays at key intersections in the morning and afternoon <br />peak commuter hours, but overall the level of service is quite good.
