At the beginning of the downtown planning process, planning consultants <br />conducted a visual quality survey of downtown streets within the Pacific and <br />Everett Avenues, Marine View Drive, and Broadway core area to map out the <br />better and lesser quality streetscapes. While the survey is subjective, it <br />considers the nature of public improvements within the public rights-of-way <br />(street design, sidewalk, lighting, street trees, landscaping, artwork, and street <br />furniture) and private development adjacent to the street (adjacent buildings - <br />architecture and level of maintenance, signage, landscaping elements, surface <br />parking, visible service or storage areas, etc.). <br />Figure 27.
