5. Major Concepts <br />The specific objectives derived from Everett's Comprehensive Plan and from <br />public comment during this project outline a consistent and compelling vision for <br />downtown. It is a vision that builds on Everett's history as an industrial mill town <br />and to create a more dynamic and multifaceted metropolitan center that will be <br />the focus for commercial, civic and cultural activities in Snohomish County. To <br />achieve this goal, downtown must add or enhance three key elements to its <br />spectrum of activities.
