e. Basic Design Standards: All projects will adhere to the design <br />standards summarized below and included in Appendix A unless the <br />City finds that there is a compelling reason to the contrary. (See <br />Appendix A for greater specificity and details. Standards are applied <br />to remodeling and partial improvement projects.) <br />(1) Standards Applicable to All Sites <br />Streetscape and Parkinq <br />(a) Sidewalk design. Street trees shall be installed per City <br />specifications as part of the project. <br />(b) Special streetscape treatment. All developments must <br />incorporate at least two of the treatments listed below, as <br />approved by the City. Treatments must be "one of a kind," <br />constructed of high-quality and durable materials, and be easily <br />maintained. <br />i. Special surfacing treatment, such as unit pavers, special materials, <br />and inlays. <br />ii. Artwork incorporated into or along the sidewalk. <br />iii. Decorative tree grates. <br />iv. Decorative clocks. <br />v. Informational kiosks. <br />vi. Corner curb bulbs or other landscaping elements incorporated into <br />the sidewalks. <br />vii. Other treatments as approved by the City. <br />(c) Parking lot location. Surface parking areas shall not be located <br />between the primary building and the public ROW. Corner <br />parking lots are prohibited. <br />(e) Parking lot access. Access to parking will be from alleys unless <br />the City finds that this creates safety or traffic problems or steep <br />topography prohibits access to off-street parking in building. <br />(f) Parking lot screening and landscaping. All surface parking lots or <br />areas shall be screened and landscaped per EMC 19.22.020 <br />standards. <br />PLAN ELEMENTS <br />Figure 41.
