(2) Standards Applicable to Retail Streets (see Figure 37 for areas) <br />(a) Compliance with applicable standards stated in (1) above, plus: <br />(b) Buildings shall abut the public ROW unless the space between <br />the building and the ROW is additional sidewalk area or <br />pedestrian -oriented space. <br />(c) All ground floor uses must maintain 15 -foot floor -to -ceiling heights. <br />(d) Enclosed commercial space must have a minimum depth of 20 <br />feet measured from the sidewalk level facade. <br />(e) Building frontage requirements: At least 75 percent of the area <br />between 2 and 10 feet above grade shall be transparent. This <br />may include windows, transparent doors, and window displays at <br />least 12 inches in depth and recessed into the building (display <br />cases attached to the exterior wall do not qualify). <br />(f) Weather protection at least 6 feet in depth is required over 75 <br />percent of building frontage. <br />(g) Primary entrances must be oriented to the Retail Street unless the <br />City finds a compelling reason to the contrary. <br />(h) Parking lots and ground level structured parking adjacent to a <br />Retail Street are prohibited. <br />(i) Driveways or parking areas adjacent to street are prohibited <br />except where the City determines that no other access <br />opportunities exist. <br />PLAN ELEMENTS <br />Figure 58.
