CHAPTER 6 <br />Further incentives for employees and residents to ride a bus to work must <br />be provided through the Commute Trip Reduction (CTR) program or <br />through a Transportation management Associations (TMA) to reach the <br />goals of reducing vehicle use for commuters. <br />T- 11 Redesign Rucker Avenue. (Also see Action S-2.) <br />Additional street improvements are not considered necessary for traffic <br />congestion relief. However, enhancement of all streets in the downtown <br />core will result in better vehicular circulation as well as a better balance in <br />facilities for pedestrians, cyclists, and transit. <br />In particular, Rucker Avenue between Pacific and Everett Avenues could <br />be redesigned to operate like Hewitt Avenue with two travel lanes and <br />parallel parking in each direction, some landscaped medians, curb bulb - <br />outs at intersections to protect the parking and to reduce pedestrian <br />crossing distances, and enhanced transit facilities. <br />Rucker Avenue south of Pacific Avenue and West Marine View Drive <br />north of Pacific Avenue operate as Major Arterials. A significant amount of <br />commuter traffic and truck traffic operates to the Port of Everett, Naval <br />Station Everett and Everett Marina via Rucker and West Marine View <br />Drive. A more direct connection between Rucker Avenue and West <br />Marine View Drive would enhance the flow of traffic and trucks.
