Rucker Avenue has the potential to <br />be the core of a growing downtown <br />neighborhood. <br />• Pedestrian connectors. <br />• Primarily retail and residential <br />mixed-use. <br />• Extend street trees and median to <br />the waterfront. <br />• Add bulbs and other streetscape <br />improvements with redevelopment. <br />S-2 Undertake a program to upgrade Rucker Avenue. <br />(See also Action T-11.) <br />The recommended improvements for Rucker Avenue include: <br />• Four lanes with a landscaped median and parallel parking <br />• The potential for improving transit service <br />• Encourage pedestrian oriented ground floor commercial uses with <br />residential units above <br />• Improved sidewalks with street trees and lighting <br />• Curb bulbs at intersections <br />Because Rucker Avenue is seen as a likely center of an emerging <br />residential neighborhood, improving this street should receive high <br />priority. The City should undertake a street improvement project (similar <br />in nature to Hewitt Avenue) to construct the recommended improvements. <br />The project could be funded from City funds and public grants with <br />additional funds from Local Improvement District assessments to adjacent <br />property owners.
