PURPOSE&DESCRIPTION: <br /> The purpose of the FFY 2015 Homeland Security Grant Program (15HSGP) is to support state and local efforts to prevent terrorism and other <br /> catastrophic events and to prepare the Nation for threats and hazards that pose the greatest risk to the security of the United States. 15HSGP <br /> provides funding to implement investments that build, sustain, and deliver the core capabilities essential to achieving the National Preparedness <br /> Goal of a secure and resilient Nation. The building, sustainment, and delivery of these core capabilities are not exclusive to any single level of <br /> government,organization,or community,but rather,require the combined effort of the whole community. 15HSGP supports core capabilities across <br /> the five mission areas of Prevention, Protection, Mitigation, Response, and Recovery based on allowable costs. HSGP is comprised of three <br /> interconnected grant programs: State Homeland Security Program (SHSP), Urban Areas Security Initiative (UASI), and Operation Stonegarden <br /> (OPSG). Together,these grant programs fund a range of preparedness activities, including planning, organization,equipment, training, exercises, <br /> and management and administration. <br /> The County and the Department are Recipients and Pass-through entities of the 15HSGP Award,which is incorporated in and attached hereto as <br /> Attachment#1,and has made a subaward of funds to the Subrecipient pursuant to this Agreement. The Subrecipient is accountable to the County <br /> for use of Federal award funds provided under this Agreement. The Subrecipient's preparedness activities(scope),timeline(schedule)and budget <br /> for the subaward are detailed in Exhibits C, D,and E. Highlighted information in Exhibit C,Work Plan/Approved Projects,denote project scope that <br /> needs further development.This will be completed through amendment of this Agreement and by the time specified in Exhibit D, Timeline. <br /> IN WITNESS WHEREOF, the County and Subrecipient acknowledge and accept the terms of this Agreement, including all referenced Exhibits and <br /> Attachments which are hereby incorporated in and made a part hereof, and have executed this Agreement as of the date below. No other understandings,oral or otherwise,regarding the <br /> subject matter of this Agreement shall be deemed to exist or to bind any of the parties hereto. <br /> In the event of an inconsistency in this Agreement, unless otherwise provided herein, the inconsistency shall be resolved by giving <br /> precedence in the following order: <br /> 1.
