Exhibit C <br /> WORK PLAN/APPROVED PROJECTS <br /> 2015 Homeland Security Grant (HSGP) <br /> -Urban Area Security Initiative (UASI) <br /> Agency: City of Everett -Office of Emergency Management <br /> As the Pass-through Entity(PTE), the Washington State Military Department (WMD) Emergency Management Division's <br /> (EMD) Preparedness Grants Section (PGS), referenced as the Department, is responsible for ensuring federal funding is <br /> expended and programs implemented in full accordance with governing law and regulations. A minimum of 80 percent of <br /> the state's award is allocated to local units of government within the designated Urban Area in accordance with Federal <br /> guidelines. The remaining amount is allocated to state agencies using a sustainment funding model. <br /> The Seattle UASI risks and hazards cover the broad spectrum of natural, technological, and human-caused threats. <br /> Hazards and risks include earthquakes, severe storms, tsunamis, chemical and radiological incidents, epidemics, <br /> pandemics, and terrorism. With the largest passenger ferry system in the world (FBI # 1 target for maritime terrorism); the <br /> nation's 3rd largest port system; the 18th busiest airport; targets of Microsoft, Boeing, Starbucks, Columbia Tower and the <br /> Space Needle; and over 3.4 million people, the risks, hazards and potential impacts are great. The key focus of the <br /> investment is to reduce the impacts of these events and improve our abilities to respond. Although natural hazards can't be <br /> prevented, the whole community can be better prepared, including vulnerable populations, for what to expect and the <br /> actions to take. Having the right protective and operational equipment available with fully trained fire and law enforcement <br /> personnel improve response ability. <br /> Projects for the UASI FFY 2015 grant cycle were developed by taking into account the goals and objectives of the current <br /> Seattle UASI Strategic THIRA and SPR. Mass Search and Rescue, Operational Communications and Operational <br /> Coordination all assessed as high priority with moderate capability level and equipment gaps for having regional availability, <br /> and reaching catastrophic response needs. Equipment needs were also identified under Situational Assessment. This <br /> investment supports the equipment needs to enhance those capabilities. Planning is also a high priority/moderately <br /> assessed capability. This investment supports the identified gap of standardizing planning across the UASI. While <br /> Community Resilience and Environmental Response/Health and Safety are medium priorities, they assess at the moderate <br /> to low level. This investment will support the engagement of whole community to increase resilience and provide resources <br /> and training to increase first responder safety and capability. <br /> As a part of the Washington State FFY15 UASI Investment Justification, The Seattle UASI /Snohomish County submitted <br /> an Investment in which the following projects were approved: <br /> PROJECT#4 EOC Enhancements/Operational Coordination <br /> Upgrade Information Technology and Communications equipment in the Emergency Operations <br /> Center(EOC) and radio room, plus any needed repairs and/or replacement of previous UASI <br /> DESCRIPTION: funded equipment. <br /> Purchase one EOC projector for the City of Everett to support Operational Coordination within <br /> Snohomish County. <br /> DHS-EMD-Sno.Co.-UASI-FFY15 Page 23 of 25 E16-051 -Everett <br />
