September 16, 2015 <br />CITIZEN COMMENTS <br />Willie Russell spoke regarding issues related to the Everett Police <br />Department and his right to freedom. <br />COUNCIL BRIEFING AGENDA: <br />PUBLIC HEARING — REVENUE WORKSHOP: <br />Council President Bader opened a public hearing regarding the Revenue <br />Workshop. <br />Susy Haugen, Finance, stated that the state law requires that the city's <br />legislative body hold a public hearing on revenue sources for the coming <br />year's budget including consideration of possible increases in property tax <br />revenues. She presented an overview of the general government revenue <br />and expenditures forecast and combined 5 -year outlook. <br />President Bader invited public comment. There were no citizens who <br />wished to speak. <br />Moved by Council Member Roberts, seconded by Council Member <br />Murphy, to close the public hearing. <br />Roll was called with all council members voting yes, except Council <br />Members Gipson and Stonecipher who were excused. <br />Motion carried. <br />COUNCIL BILL 1509-28 <br />FIRST READING: <br />AN ORDINANCE authorizing the issuance of Water and Sewer <br />Revenue and Refunding bonds in the principal amount of not to <br />279 <br />
