lig <br /> • n� ca <br /> • <br /> 111L . <br /> KtSULUIlUN NO. 3f7,5' <br /> 2 A RESOLUTION authorizing the Mayor to execute a Solid Waste <br /> Disposal Interlocal Agreement with Snohomish County. <br /> 3 <br /> 4 <br /> WHEREAS, Resolution No. 3322 was approved by the City Council on May 9, <br /> 5 <br /> 1990, wherein the Council resolved that all non-recyclable solid waste <br /> 6 <br /> generated within the City of Everett shall be disposed of in the Snohomish <br /> 7 <br /> County Solid Waste Disposal System; and <br /> 8 <br /> WHEREAS, pursuant to RCW 39.34 and Resolution No. 3322, City and County <br /> 9 <br /> representatives have negotiated an interlocal agreement that furthers the <br /> 10 <br /> Council 's intent; and <br /> 11 <br /> WHEREAS, the Interlocal Agreement is consistent with Snohomish County's <br /> 12 <br /> Solid Waste Management Plan as approved by the Department of Ecology and the <br /> 13 <br /> City of Everett Solid Waste Management Plan now before that agency; and <br /> 14 <br /> WHEREAS, such Interlocal Agreement reaffirms the City's intent and <br /> 15 <br /> authority to manage and control its waste stream prior to delivery to the <br /> 16 <br /> County system in order to ensure the minimization of waste that must be <br /> 17 <br /> landfilled; and <br /> 18 <br /> WHEREAS, the Interlocal Agreement explicitly contemplates the City's <br /> 19 <br /> current recycling goals, and allows the City to increase those goals <br /> 20 <br /> periodically, and authorizes the City's use or disposition of recyclable <br /> 21 <br /> materials; and <br /> 22 <br /> WHEREAS, the Interlocal Agreement sets forth the City's authority to <br /> 23 <br /> use paper it elects to withdraw from the waste stream for purposes or <br /> 24 <br /> processes such as "Smart Burn;" and <br /> 25 <br /> WHEREAS, the Interlocal Agreement does not foreclose or limit the <br /> 26 <br /> City's implemenation of waste reduction programs, through actions such as <br /> 27 <br /> setting a target reduction goal , implementing an information program, and <br /> 28 <br /> working with households and businesses to encourage voluntary reduction of <br /> 29 <br /> waste; and <br /> 30 <br /> WHEREAS, the Interlocal Agreement specifically retains to the City all <br /> 31 <br /> its rights and responsibilities regarding the siting and regulations of any <br /> 32 <br /> County Solid Waste Disposal System facility within the City of Everett; and <br />
