Resolution # <br /> A RESOLUTION AUTHORIZING APPLICATION FOR FUNDING ASSISTANCE TO THE INTERAGENCY <br /> COMMITTEE FOR OUTDOOR RECREATION AS PROVIDED BY THE MARINE RECREATION LAND ACT <br /> FOR FUNDING OF EVERETT'S 10TH STREET MARINE PARK AND BOAT LAUNCH. <br /> WHEREAS, the Everett City Council acknowledges that the 10th Street Marine <br /> Park and Boat Launch provides a unique resource to the Community; AND <br /> WHEREAS, under the provisions of the Marine Recreation Land Act state and <br /> federal funding assistance has been authorized and made available to aid in <br /> financing the cost of land for parks and the construction of outdoor <br /> recreational facilities for local public bodies; AND <br /> WHEREAS, the City Council of the City of Everett, in conjunction with the <br /> Port of Everett, considers it in the best public interest to jointly improve <br /> public access and boating opportunities to the Snohomish River and Port <br /> Gardner Bay. <br /> NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL FOR THE CITY OF <br /> EVERETT, WASHINGTON, <br /> 1. That the Mayor be authorized to sign a formal application to the <br /> Interagency Committee for Outdoor Recreation for funding assistance. <br /> 2. That any fund assistance so received be used in the development of <br /> improved public access facilities at the 10th Street Marine Park and Boat <br /> Launch. <br /> 3. That $150,000 be authorized and approved as a source of revenue in the <br /> 1991 City of Everett budget from the general fund as the local share of the <br /> 10th Street Marine Park and Boat Launch improvements and that the city may <br /> secure the funding from other sources such as the county. <br /> 4. That $300,000 be authorized and appropriated as a source of revenue in <br /> the 1991 City of Everett budget from a contribution by the Port of Everett as <br /> the Port's share of the 10th Street Marine Park and Boat Launch Project. <br /> 5. That $150,000 be authorized and appropriated as a source of revenue in <br /> the 1991 City of Everett budget from IAC matching funds for the 10th Street <br /> Marine Park and Boat Launch. <br /> 6. That the combined amounts above of $600,000 be authorized and <br /> appropriated as a source of revenue to, and as a form of expense in the 10th <br /> Street Marine Park and Boat Launch construction fund of the 1991 City of <br /> Everett budget. <br /> 7. That the City of Everett and in conjunction with the Port of Everett <br /> does hereby certify that the City and Port are responsible to support all <br /> non-cash commitments to the local share should they not materialize. <br /> 8. That any property acquired with financial aid through the Interagency <br /> Committee for Outdoor Recreation be placed in use as an outdoor recreation <br /> facility and be retained in such use in perpetuity unless as otherwise <br /> provided and agreed upon by the City of Everett, the Port of Everett, the <br /> Interagency Committee for Outdoor Recreation and any affected federal agency. <br /> 9. That this resolution become part of a formal application to the <br /> Interagency Committee for Outdoor Recreation. <br /> 10. That adequate notification has been given for public input and that the <br /> Park Board has reviewed and adopted the master plan for the 10th Street Marine <br /> Park and Boat Launch in conjunction with the Port of Everett. <br /> NOW, THEREFORE, BE IT FURTHER RESOLVED, to submit this resolution to the <br /> Interagency Committee For Outdoor Recreation, that the City has officially <br /> obligated funding sources to meet the grant match by using funds of the City <br /> of Everett as outlined herewith. <br /> v --"��'�' <br /> (9-6 <br /> Councilman Introsucing Resolution <br /> Passed an approved this /7 day o 1990 <br /> Cou is1 President <br /> AGRANT:7 <br />
