r 4 <br /> j Resolution #c= p <br /> A RESOLUTION AUTHORIZING APPLICATION FOR FUNDING ASSISTANCE TO THE INTERAGENCY <br /> COMMITTEE FOR OUTDOOR RECREATION AS PROVIDED BY THE MARINE RECREATION LAND ACT <br /> FOR FUNDING OF EVERETT'S ROTARY PARK. <br /> WHEREAS, the Everett City Council acknowledges the need for a waterfront <br /> regional park on the Snohomish River; <br /> WHEREAS, under the provisions of the Marine Recreation Land Act state and <br /> federal funding assistance has been authorized and made available to aid in <br /> financing the cost of land for parks and the construction of outdoor <br /> recreational facilities for local public bodies; <br /> WHEREAS, the City Council of the City of Everett considers it in the best <br /> public interest to develop a regional park, named Rotary Park, adjacent to the <br /> Snohomish River comprised of approximately 11.3 acres of land; <br /> NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL FOR THE CITY OF <br /> EVERETT, WASHINGTON. <br /> 1. That the Mayor be authorized to sign a formal application to the <br /> Interagency Committee for Outdoor Recreation for funding assistance. <br /> 2. That any fund assistance so received be used in the development of the <br /> 11.3 acres of Everett's Rotary Park on the Snohomish River. <br /> 3. That $150,000 be authorized and appropriated as a source of revenue in <br /> the 1991 City of Everett budget from the general fund as the local share of <br /> the Rotary Park Phase II development. <br /> 4. That $150,000 be authorized and appropriated as a source of revenue in <br /> the 1991 City of Everett budget from IAC matching funds for the Rotary Park <br /> Phase II development. <br /> 5. That the combined amounts above of $300,000 be authorized and <br /> appropriated as a source of revenue to, and as a form of expense with Rotary <br /> Park Phase II construction fund of the 1991 City of Everett budget. <br /> 6. That the City of Everett does hereby certify that the City is <br /> responsible to support all non-cash commitments to the local share should they <br /> not materialize. <br /> 7. That any property acquired with financial aid through the Interagency <br /> Committee for Outdoor Recreation be placed in use as an outdoor recreation <br /> facility and be retained in such use in perpetuity unless as otherwise <br /> provided and agreed upon by the City of Everett, the Interagency Committee for <br /> Outdoor Recreation and any affected federal agency. <br /> 8. That this resolution become a part of a formal application to the <br /> Interagency Committee for Outdoor Recreation. <br /> 9. That adequate notification has been given for public input and that the <br /> Park Board has reviewed and adopted the master plan for the Rotary Park Phase <br /> II. <br /> NOW, THEREFORE, BE IT FURTHER RESOLVED, to submit this resolution to the <br /> Interagency Committee for Outdoor Recreation, that the City has officially <br /> obligated funding source to meet the grant match by using funds of the City <br /> of Everett outlined erewith. <br /> - 1 , �-0 <br /> Introo u�Resolution <br /> Councilmang <br /> Passed and approved this /9 l day Q 1990 <br /> - - . „."„61. , <br /> :gip: e <br /> Coil President t.- <br /> AGRANT:8 <br />
