RESOLUTION NO. 3355 <br /> 1 <br /> 2 A RESOLUTION authorizing the City of Everett Community Theater <br /> 3 Design Build sequence. <br /> 4 WHEREAS, the 1987 Capital Improvements Plan included funding for a <br /> 5 theater and public gathering place which, to date, the City has not <br /> 6 commenced detailed planning and development; and <br /> WHEREAS, the City Council finds that consistent with prior downtown <br /> 7 development plans, said facility should be timed in such a manner as to seed <br /> 8 revitalization of the downtown area as well as to provide a needed <br /> 9 publicly-owned facility for theatrical and other public gatherings; and <br /> WHEREAS, due to pending plans for private development in the downtown <br /> 10 area, the opportunity exists to integrate the planned community theater <br /> 11 facility with overall downtown redevelopment; and <br /> 12 WHEREAS, Ordinance No. 1420-87 requires the Mayor to plan for and <br /> define specific projects to be reviewed by the City Council ; <br /> 13 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> 14 EVERETT: <br /> 15 1 . The Mayor shall immediately appoint a Community Theater <br /> Design-Build Committee which shall advise the City on the integration of a <br /> 16 Community Theater facility with pending development in the downtown (B-3) <br /> 17 area and shall work with Administration to develop a building program for <br /> 18 said facility for recommendation to City Council and shall otherwise do all <br /> things necessary to expedite submission of request-for-proposals for a <br /> 19 theater facility to be privately constructed and thereafter acquired by the <br /> 20 City on a lease-purchase basis. <br /> 21 2. The Mayor shall prepare a financing plan for said facility which <br /> shall utilize the lease-purchase COP approach. <br /> 22 3.
