RESOLUTION NO. 33514; <br /> b <br /> A RESOLUTION supporting the one percent <br /> Real Estate Excise Tax (REET) with the <br /> following conditions. <br /> WHEREAS, the preservation of open space in urbanizing Snohomish <br /> County is an important goal; and <br /> WHEREAS, the City of Everett supports the growth management efforts 1 <br /> of the Snohomish County Tomorrow partnership. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT THAT: <br /> The City of Everett supports the one percent Real Estate Excise Tax <br /> initiative within the following conditions: <br /> 1. The parcels of land purchased should be consistent with the adopted <br /> Parks and Recreation plans and Land Use plans of the jurisdiction in <br /> which they are being purchased (County and cities). <br /> 2. Priority should be given for purchase of land in areas designated for <br /> growth and urbanization. Areas willing to accept growth should be <br /> given priority over those areas which are unwilling to accept their <br /> "fair share" of growth or are not appropriate for urbanization. <br /> 3. The land acquired should be selected as part of a growth management <br /> effort and targeted to those areas which are rapidly urbanizing and <br /> where there is a need to preserve precious open space as soon as <br /> possible. <br /> 4. After allocations of up to five percent to the Management Fund and up <br /> to fifteen percent to the Maintenance and Stewardship Fund, a minimum <br /> of 40 percent and a maximum of 50 percent of remaining funds should <br /> be allocated to the Local Opportunity Fund to be used for local <br /> projects affecting urban areas, as defined by the county's 14 <br /> planning area designations and allocated based on percentage of <br /> population. <br /> Councilman Introducing Resolution <br /> Passed and Approved by City Council this asp day of �/ , 1990. <br /> Council resident <br /> l4res <br />
