13 <br /> FINDINGS AND DECISION <br /> OF THE HEARING EXAMINER OF THE <br /> CITY OF EVERETT <br /> IN THE MATTER OF THE APPEAL OF <br /> THOMAS HOFFMAN OF AN ADMINISTRATIVE <br /> DECISION #9-89 <br /> DECISION: The appeal is denied. <br /> INTRODUCTION <br /> Thomas Hoffman, 2324 Walnut Street, Everett, Washington, (hereinafter referred <br /> to as Appellant) appealed an administrative decision of the City of Everett's <br /> Planning Department. The decision denied issuance of a lot certification and <br /> building permit for construction of a single-family dwelling on property <br /> located north of 2324 Walnut Street, Everett, Washington (hereinafter referred <br /> to as subject property).
