- 1 <br /> 1 RESOLUTION NO. ,.130(0 <br /> 2 <br /> A RESOLUTION implementing solids handling elements of the <br /> 3 Wastewater Facilities Plan for the greater Everett Region <br /> and residents of the City and authorizing purchase of real <br /> 4 property, or condemnation, if necessary, for such <br /> implementation. <br /> 5 <br /> 6 WHEREAS, the City Council of the City of Everett recognizes the public <br /> 7 health and welfare benefits for all the citizens of the City of Everett and <br /> 8 adjoining areas from upgrading the Wastewater Treatment Plant; and <br /> 9 WHEREAS, the City Council has approved the Wastewater Facilities Plan <br /> 10 for the Wastewater Treatment Plant Systems that has met NEPA and SEPA <br /> 11 requirements; and <br /> 12 WHEREAS, the City Council has authorized funds for the purchase of real <br /> 13 property to fulfill elements of the Facilities Plan; and <br /> 14 WHEREAS, the Facilities Plan has identified elements for handling <br /> 15 wastewater treatment solids residue (the Sludge Management Plan) ; and <br /> 16 WHEREAS, the Sludge Management Plan recommends pursuing silviculture, <br /> 17 agriculture and composting alternatives for utilization of sludge; and <br /> 18 WHEREAS, sites have been sought for silvicultural application which <br /> 19 meet the following criteria: <br /> 20 <br /> - Land classified for forest production <br /> 21 - Minimum of 200 contiguous acreage or more <br /> - Within a 30-mile radius of the Wastewater Treatment Plant <br /> 22 - Single-party ownership; and <br /> 23 <br /> WHEREAS, evaluation of potential sites has identified a silviculture <br /> 24 <br /> site located on the Tulalip Reservation which meets the criteria and that <br /> 25 <br /> appears to be permi ttabl e (the Unocal site on Sections 9, 16, 20 and 21 of <br /> 26 <br /> Township 30 N, R4 EWM) ; and <br /> 27 <br /> WHEREAS, said site meets silvicultural site evaluation factors in the <br /> 28 <br /> following respects: <br /> 29 <br /> Topography: <br /> 30 Gently rolling to flat for ease of application road design; <br /> localized areas of steep slopes may be buffered without <br /> 31 substantial loss of operating area; loss of operating area due to <br /> steep slopes primarily in Northwest quarter. <br /> 32 <br />
