FINDINGS
Based on a wetland study and mitigation plan completed
for the site, there are approximately .62 acre of wetland on
the site. A wetland mitigation plan was prepared for the site
in February of 1989 . Due to revisions in the proposal as a
result of negotiation sessions with the neighborhood and the
Applicant, a new wetland mitigation plan was prepared to
address the changes in the impacts on the wetland from the
revised site plan. Based upon two letters submitted by the
Department of Ecology responding to the revised mitigation
plan, Council finds that the proposal may have avoidable
adverse impacts which are unmitigated. Additional wetlands
analysis is necessary to determine how the Department of
Ecology recommendations would impact the Applicant's proposed
site plan.
CONCLUSION
Additional analysis is necessary in order to determine if
the proposal would have significant impacts on the wetlands
located on the site.
FINDINGS
Residents in the surrounding area expressed concerns
regarding the impacts of the proposal on the Mukilteo School
District; the impacts of the proposal on traffic levels on
Glenwood Avenue, Mukilteo Boulevard, and Madison Avenue; the
increase in traffic in the Southwest Everett area since the
General Plan was adopted in 1986; and the need for multiple
family housing. The Applicant did not provide sufficient
information to show the demand for multiple family housing and
the need for multiple family housing at this location.
CONCLUSION
Outstanding questions have been raised regarding traffic
issues, impacts to Mukilteo School District, and regional
distribution of multiple family housing related to growth
3
