FINDINGS <br /> Based on a wetland study and mitigation plan completed <br /> for the site, there are approximately .62 acre of wetland on <br /> the site. A wetland mitigation plan was prepared for the site <br /> in February of 1989 . Due to revisions in the proposal as a <br /> result of negotiation sessions with the neighborhood and the <br /> Applicant, a new wetland mitigation plan was prepared to <br /> address the changes in the impacts on the wetland from the <br /> revised site plan. Based upon two letters submitted by the <br /> Department of Ecology responding to the revised mitigation <br /> plan, Council finds that the proposal may have avoidable <br /> adverse impacts which are unmitigated. Additional wetlands <br /> analysis is necessary to determine how the Department of <br /> Ecology recommendations would impact the Applicant's proposed <br /> site plan. <br /> CONCLUSION <br /> Additional analysis is necessary in order to determine if <br /> the proposal would have significant impacts on the wetlands <br /> located on the site. <br /> FINDINGS <br /> Residents in the surrounding area expressed concerns <br /> regarding the impacts of the proposal on the Mukilteo School <br /> District; the impacts of the proposal on traffic levels on <br /> Glenwood Avenue, Mukilteo Boulevard, and Madison Avenue; the <br /> increase in traffic in the Southwest Everett area since the <br /> General Plan was adopted in 1986; and the need for multiple <br /> family housing. The Applicant did not provide sufficient <br /> information to show the demand for multiple family housing and <br /> the need for multiple family housing at this location. <br /> CONCLUSION <br /> Outstanding questions have been raised regarding traffic <br /> issues, impacts to Mukilteo School District, and regional <br /> distribution of multiple family housing related to growth <br /> 3 <br />
