RESOLUTION NO. m25'42.1.1.50
c1
A Resolution expressing the intent
of the City of Everett to participate in
the "Snohomish County Tomorrow"
growth management program.
WHEREAS, the cities and the County of Snohomish are experiencing
rapid growth with its attendant benefits andproblems; and
WHEREAS, continued growth could adversely affect our mobility,
economic health, natural environment, recreational opportunities, and our
ability to provide efficient public services; and
WHEREAS, the quality of life enjoyed by county residents can be
maintained if the cities and the county jointly plan and act for the
county's future.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
Section 1: The cities and the County of Snohomish agree that greater
cooperation between the cities and the county is needed to successfully meet
the challenges of growth during the next three decades.
Section 2: The cities and the County of Snohomish agree that the
concept of a long term growth strategy such as outlined in the Snohomish
County Tomorrow program may offer an opportunity to address the future of
the county and the cities.
Section 3: The cities and the County of Snohomish are willing to
designate a special committee with an elected representative from each
jurisdiction to work on the outline of a long term growth strategy and
corresponding technical work program. The committee should submit its
recommendations no later than December 15, 1989 for consideration by all
city and county elected officials at a subsequent full assembly meeting.
Section 4: The cities and the county agree to consider the
development of an independent staffing capability to implement the work
program. Such a staffing arrangement may involve the reconstitution of the
Council of Governments Sub-regional Council, or it may take some other
form. However, an independent body would provide an element of independence
1 for all participants.
11;)4 1 .
Councilman roducing Resolution
Resolution
Zir/
Passed and Approved this / day of ltiVeinetEoe, , 1989.
Ci'
Council President
87n
