of State Route 527, from westerly extension of the <br /> 1 north line of Paradise Tracts to the westerly <br /> extension of the south line of Paradise Tracts ; and a <br /> 2 traffic light at the intersection of 121st Street <br /> S .E. and State Route 527; together with all other <br /> 3 appurtenances and modifications deemed necessary by <br /> the City Engineer . <br /> 4 <br /> All of the foregoing improvements shall be in accordance <br /> 5 with thelans and specifications therefor <br /> p p prepared by the City <br /> 6 Engineer and may be modified by the City as long as that <br /> 7 modification does not affect the purpose of the improvements . <br /> 8 <br /> Section 2 . The total estimated cost and expense of the <br /> 9 improvements is declared to be $1, 565, 000 and the entire cost <br /> 10 <br /> and expense of the improvements shall be borne by and assessed <br /> 11 <br /> against the <br /> g property specially benefited by the improvements to <br /> 12 be included in a local improvement district to be established <br /> 13 <br /> embracing as nearly as practicable all the <br /> property specially <br /> 14 benefited by the improvements . Actual assessments may vary from <br /> 15 estimated assessments as long as they do not exceed a figure <br /> 16 equal to the increased true and fair value the improvements add <br /> 17 to the <br /> property. <br /> 18 <br /> Section 3 . All persons who may desire to object to the <br /> 19 <br /> improvements are notified to appear ppear and present those objections <br /> 20 at a hearing before the City Council to be held in the Council <br /> 21 Chambers in the City Hall in Everett , Washington, at 8 : 30 a .m. <br /> 22 on December 6 , 1989 , which time and place are fixed for hearing <br /> 23 all matters relating to the improvements and all objections <br /> 24 thereto and for determiningthe method of <br /> payment for the <br /> 25 <br /> - 2 - <br />
