r <br /> J <br /> PLANNING COMMISSION REPORT TO CITY COUNCIL <br /> SHORELINE MANAGEMENT PERMIT <br /> SMA #4-89 <br /> AUGUST 1, 1989 <br /> WHEREAS, an application was received by the City of Everett as <br /> follows: <br /> Applicant: City of Everett <br /> Parks & Recreation <br /> 3002 Wetmore <br /> Everett, WA 98201 <br /> Representative: Daryl Bertholet <br /> Parks Department <br /> Phone: 259-0300 <br /> Project Coordinator: Pearl Maddy <br /> Planning Department <br /> Phone: 259-8731 <br /> Requested Action: Shoreline Permit per City Ordinance No. <br /> 723-80 as amended <br /> Project Location: Langus Riverfront Park on Smith Island, <br /> west of I-5, south of Dagmar's Landing <br /> Project Description: Development of Phase II of Langus River- <br /> front Park consisting of completion of a <br /> pedestrian trail along the entire river <br /> frontage (approximately 3600 linear <br /> feet) , a 1200 to 1600 square foot covered <br /> picnic facility and open space, a 60 foot <br /> long fishing pier, 31 parking stalls and <br /> an overflow parking area <br /> Project History: This project is being developed in <br /> phases, and two shoreline permits have <br /> already been issued. SMA #8-87 permitted <br /> construction of the Phase 1 improvements <br /> and SMA #1-89 permitted fill of areas to <br /> be developed in Phase 2 . Another shore- <br /> line permit will be obtained for the fi- <br /> nal development in Phase 3 . <br /> Existing Shoreline <br /> Designation: Urban - This area was annexed to the City <br /> in 1984 , and since the City has not up- <br /> dated its shoreline master program to in- <br /> clude this area, the controlling shore- <br /> line plan is the Snohomish County Shore- <br /> line Master Program. <br /> Exhibits: <br /> 1 .
