Zai A RESOLUTION of the City Council of the City of Everett, Washington, declaring its intention to order the installation of a sanitary sewer system along 7th Avenue S.E. and intersecting side streets within the City and to create a local improvement district to assess the cost and expense of carrying out such improvements against the properties specially benefited thereby; and notifying all persons who desire to object to the improvements to appear and present their objections at a hearing before the City Council to be held on September 13, 1989. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT, WASHINGTON, as follows: Section 1: It is the intention of the City Council of the City of Everett, Washington (the "City") to order the improvement of the properties within the area described in Exhibit A, attached hereto and by this reference made a part hereof, by the construction and installation of a sanitary sewer system described in Exhibit B, attached hereto and by this reference made a part hereof. All of the foregoing improvements shall be in accordance with the plans and specifications therefor prepared by the City Engineer and may be modified by the City as long as such modification does not affect the purpose of the improvement. Section 2: The total estimated cost and expense of the improvements is declared to be $977,200, approximately 60 percent of which cost and expense shall be borne by and assessed against the property specially benefited by such improvements to be included in a local improvement district to be established embracing as nearly as practicable all the property specially benefited by the improvements. The balance of such cost and expense shall be paid by the City pursuant to Ordinance No. 1561-89 and reimbursed from future monthly utility service surcharges within the local improvement district. Actual assessments may vary from assessment estimates so long as they do not exceed a figure equal to the increased true and fair value the improvements add to the property.
