RESOLUTION NO. 0(/ l p <br /> 1 A RESOLUTION of Intent to supply water to the Tulalip Tribes <br /> of Washington subject to appropriate planning therefor and <br /> 2 directing the City of Everett staff to perform all necessary <br /> research, resource evaluation, and conceptual planning to <br /> 3 accomplish said connection to the City of Everett water <br /> system. <br /> 4 <br /> 5 WHEREAS, the Tulalip Tribes of Washington is in need of a <br /> 6 major new source of water; and <br /> 7 WHEREAS, consultant reports indicate the City of Everett is <br /> 8 the only source of water adequate to meet the foreseeable needs <br /> 9 of the Tribes; and <br /> 10 WHEREAS, the Tulalip Reservation is located within the City <br /> 11 of Everett water supply service area; and <br /> 12 WHEREAS, a water line to the Tulalip Reservation would cross <br /> 13 Smith Island and allow the City of Everett to provide needed <br /> 14 service to that area of the City; <br /> 15 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br /> 16 CITY OF EVERETT as follows: <br /> 17 1. City utility staff shall, with the Tulalip Tribes and <br /> 18 consultants, jointly plan to accomplish the supply of water to <br /> 19 the Tulalip Reservation in accordance with the City of Everett's <br /> 20 ordinances, standards, policies and plans. Point of delivery, <br /> 21 and the point of the master meter, would be located on the <br /> 22 proposed transmission line on Smith Island beyond all local <br /> 23 connections. The plan shall provide for joint financing, <br /> 24 construction and ownership, and include provisions for operation <br /> 25 by the City of Everett. <br /> 26 <br /> 27 2 . The City of Everett, assisted by the Tulalip Tribes, shall <br /> 28 be the lead agency for any environmental review and for obtaining <br /> 29 all necessary approvals and permits for connection and <br /> 30 construction of the transmission main. Prior to a decision to <br /> 31 construct supply facilities an appropriate environmental review <br /> 32 will be completed. <br />
