RESOLUTION NO. 0(/ l p 1 A RESOLUTION of Intent to supply water to the Tulalip Tribes of Washington subject to appropriate planning therefor and 2 directing the City of Everett staff to perform all necessary research, resource evaluation, and conceptual planning to 3 accomplish said connection to the City of Everett water system. 4 5 WHEREAS, the Tulalip Tribes of Washington is in need of a 6 major new source of water; and 7 WHEREAS, consultant reports indicate the City of Everett is 8 the only source of water adequate to meet the foreseeable needs 9 of the Tribes; and 10 WHEREAS, the Tulalip Reservation is located within the City 11 of Everett water supply service area; and 12 WHEREAS, a water line to the Tulalip Reservation would cross 13 Smith Island and allow the City of Everett to provide needed 14 service to that area of the City; 15 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 16 CITY OF EVERETT as follows: 17 1. City utility staff shall, with the Tulalip Tribes and 18 consultants, jointly plan to accomplish the supply of water to 19 the Tulalip Reservation in accordance with the City of Everett's 20 ordinances, standards, policies and plans. Point of delivery, 21 and the point of the master meter, would be located on the 22 proposed transmission line on Smith Island beyond all local 23 connections. The plan shall provide for joint financing, 24 construction and ownership, and include provisions for operation 25 by the City of Everett. 26 27 2 . The City of Everett, assisted by the Tulalip Tribes, shall 28 be the lead agency for any environmental review and for obtaining 29 all necessary approvals and permits for connection and 30 construction of the transmission main. Prior to a decision to 31 construct supply facilities an appropriate environmental review 32 will be completed.
