Resolution # 4)%' <br /> A RESOLUTION AUTHORIZING APPLICATION FOR FUNDING ASSISTANCE TO THE INTERAGENCY COMMITTEE <br /> FOR OUTDOOR RECREATION AS PROVIDED BY THE MARINE RECREATION LAND ACT FOR FUNDING OF <br /> EVERETT'S JETTY ISLAND PIER PROJECT. <br /> WHEREAS, the Everett City Council acknowledges that Jetty Island provides a unique <br /> resource to the Community; AND <br /> WHEREAS, under the provisions of the Marine Recreation Land Act state and federal <br /> funding assistance has been authorized and made available to aid in financing the cost <br /> of land for parks and the construction of outdoor recreational facilities for local <br /> public bodies; AND <br /> WHEREAS, the City Council of the City of Everett, in conjunction with the Port of <br /> Everett, considers it in the best public interest to jointly improve public access to <br /> Jetty Island, a two-mile long waterfront island, located in Port Gardner Bay; <br /> NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL FOR THE CITY OF EVERETT, <br /> WASHINGTON, <br /> 1. That the Mayor be authorized to sign a formal application to the Interagency <br /> Committee for Outdoor Recreation for funding assistance. <br /> 2. That any fund assistance so received be used in the development of improved <br /> public access facilities on Everett's Jetty Island. <br /> 3. That $150,000 be authorized and appropriated as a source of revenue in the 1990 <br /> City of Everett budget from the general fund as the local share of Jetty Island <br /> improvements. <br /> 4. That $110,000 be authorized and appropriated as a source of revenue in the 1990 <br /> City of Everett budget from a contribution by the Port of Everett as the Port's share of <br /> the Jetty island Pier Project. <br /> 5. That $150,000 be authorized and appropriated as a source of revenue in the 1990 <br /> City of Everett budget from IAC matching funds for the Jetty Island improvements. <br /> 6. That the combined amounts above of $410,000 be authorized and appropriated as a <br /> source of revenue to, and as a form of expense in the Jetty Island construction fund of <br /> the 1990 City of Everett budget. <br /> 7. That the Port of Everett further agrees to contribute $40,000 of direct <br /> in-house services to the project, including Engineering and Design fees and site <br /> dredging. <br /> 8. That the City of Everett and in conjunction with the Port of Everett does hereby <br /> certify that the City and Port are responsible to support all non-cash commitments to <br /> the local share should they not materialize. <br /> 9. That any property acquired with financial aid through the Interagency Committee <br /> for Outdoor Recreation be placed in use as an outdoor recreation facility and be <br /> retained in such use in perpetuity unless as otherwise provided and agreed upon by the <br /> City of Everett, the Port of Everett, City Council, the Interagency Committee for <br /> Outdoor Recreation and any affected federal agency. <br /> 10. That this resolution become part of a formal application to the Interagency <br /> Committee for Outdoor Recreation. <br /> 11. That adequate notification has been given for public input and that the Park <br /> Board has reviewed and adopted the master plan for the Everett's Jetty Island in <br /> conjunction with the Port of Everett. <br /> NOW, THEREFO , BE IT FURTHER RESOLVED, to submit this resolution to the Interagency <br /> Committee for ut oor Recre 7 ion, that the City has officially obligated funding sources <br /> to meet the ran mat .1 by ; <br />
