REOLUTION NO. 57 /oJ <br /> A RESOLUTION ADOPTING THE <br /> CITY OF EVERETT SOLID WASTE <br /> COMPREHENSIVE MANAGEMENT PLAN <br /> Whereas , the City Council , in Resolution 2994, authorized and <br /> directed the Mayor to prepare a solid waste management plan for the <br /> City of Everett , and ; <br /> Whereas , the Mayor appointed a solid waste planning committee , <br /> comprised of citizens , which met , considered alternatives and <br /> recommended a plan and a preferred alternative to the City Council , <br /> and; <br /> Whereas , the City Council received a draft Solid Waste <br /> Comprehensive Management Plan on November 30, 1988, and ; <br /> Whereas , the City prepared a Programmatic Environmental Impact <br /> Statement (EIS) to review impacts associated with the plan and <br /> reviewing alternatives , and ; <br /> Whereas , to develop the EIS and facilitate review of the plan , <br /> public hearings and meetings were held , including a hearing held on <br /> the Draft Solid Waste Management Plan on January 4, 1989 and an EIS <br /> Scoping hearing held on April 13, 1989 ; <br /> Whereas , the City Council heard testimony at a Public Hearing on May <br /> 24, 1989 regarding the plan and the EIS, and <br /> Whereas , the City Council finds that sufficient information and <br /> consideration has been given to the plan and the alternatives and <br /> the EIS, and <br /> NOW THEREFORE BE IT RESOLVED , that the City Council of the City <br /> of Everett adopts the Solid Waste Management Plan and the "Minimize <br /> Landfill" option as the preferred alternative , as an element of a <br /> joint plan with Snohomish County . <br /> Further be it resolved , that because in the City 's Preferred <br /> Alternative incineration is to be considered only if it is <br /> environmentally sound, and because the Council finds that there is <br /> greater environmental risk associated with the mass burning of <br /> unseparated wastes which may contain marketable quantities of <br /> recyclables as well as materials which may create potentially <br /> hazardous air emissions and/or ash emmissions , the Council resolves <br /> to clarify the Solid Waste Management Plan to declare that the City <br /> of Everett will not consider any incineration proposal which does <br /> not include , as an integral functional component , mechanical and/or <br /> manual separation elements capable of removing marketable quantities <br /> of recyclables and identified items that may create potentially <br /> hazardous air emissions and/or ash emissions from the raw waste <br /> prior to any combustion . <br /> CouiT member Introduci • `esolution <br /> PASSED and APPROVED this day of May , 1989 <br /> Cou c4e Od /X <br /> 0235W <br />
