different streets where it determines that such a requirement is within the public interest and <br />would not cause security problems or disadvantage the intended use. Note: Provide pedestrian <br />access from Fleming to the site and to the adjacent site. <br />4.) Vehicular Access and Circulation. Provide the following: <br />a. Driveways shall be limited to one every two hundred linear feet of street frontage, unless <br />the city determines no other option is feasible. <br />b. Vehicular access to sites at intersections shall be located on the lowest classified roadway <br />and as close as practical to the property line most distant from the intersection, unless the city <br />finds there is a compelling reason to the contrary. <br />c. The city shall require that driveways be located to avoid conflicts with transit stops. <br />d. The city may require that driveways on abutting sites serve two or more properties and that <br />internal vehicular circulation be coordinated. <br />Note: Only one driveway for each street frontage is allowed for this site (the adjacent <br />driveway to the north must be closed off, except for the portion of head -in parking serving <br />6502 Evergreen Way. <br />nService Areas and Mechanical Equipment — Section 31B.070.E. <br />1.) Service areas must not be visible from the sidewalk and adjacent properties. Where the city <br />finds that the only option for locating a service area is either visible from a public right-of- <br />way or space or from an adjacent property, the area must be screened with either landscape or <br />structural screening measures provided in the regulation in subsection E.7 of this section. <br />2.) Ground -mounted mechanical equipment must be located and screened, if necessary, to <br />minimize visual and noise impacts to pedestrians on streets and adjoining properties. <br />3.) Roof mounted mechanical equipment must be located and screened so the equipment is not <br />visible within one hundred fifty feet of the structure when viewed from the ground level of <br />adjacent streets or properties. Match the color of roof mounted equipment with the exposed <br />color of the roof to minimize visual impacts when equipment is visible from higher elevations <br />nearby. <br />4.) Locate and screen utility meters, electrical conduit, and other service and utilities apparatus so <br />they are not visible from adjoining properties and nearby streets. <br />5.) Other provisions of subsection E of this section notwithstanding, service areas used by <br />residents shall be located to avoid entrapment areas and other conditions where personal <br />security is a problem. The city may require pedestrian -scaled lighting or other measures to <br />enhance security. <br />6.) Required structural enclosures for trash, recyclables storage, and other materials shall be <br />constructed of masonry or heavy -gauge metal and have a roof. Where adjacent to a <br />residentially zoned property, the service area shall be completely enclosed on the sides facing <br />those properties. The walls must be sufficient to provide full screening from the affected <br />roadway or use. The enclosure may use overlapping walls to screen dumpsters and other <br />materials. (See Figure 31B.070-7.) Gates shall be made of heavy -gauge, site -obscuring metal. <br />7.)
