1 expense of such improvements shall be borne by and assessed <br /> 2 against the property specially benefited by such improvements to <br /> 3 be included in a local improvement district to be established <br /> 4 embracing as nearly as practicable all the property specially <br /> 5 benefited by the improvements . <br /> 6 Section 3 . All persons who may desire to object to the <br /> 7 improvements described herein are notified to appear and present <br /> 8 such objections at a hearing before the City Council to be held <br /> 9 in the Council Chambers in the City Hall in Everett, Washington, <br /> 10 at 7 : 00 p.m. on December 21, 1988 , which time and place are <br /> 11 fixed for hearing all matters relating to the proposed <br /> 12 improvements and all objections thereto and for determining the <br /> 13 method of payment for those improvements . All persons who may <br /> 14 desire to object thereto should appear and present their <br /> 15 objections at such hearing . Any person who may desire to file a <br /> 16 written protest with the City Council may do so within thirty <br /> 17 days after the date of passage of the ordinance ordering the <br /> 18 improvement in the event the local improvement district is <br /> 19 formed. Such written protest should be signed by the property <br /> 20 owner and should include the legal description of the property <br /> 21 for which the protest is filed and such protest should be <br /> 22 delivered to the City Clerk. <br /> 23 Section 4 . The City Clerk is authorized and directed to <br /> 24 give notice of the adoption of this resolution and of the date, <br /> 25 time and place fixed for the public hearing to each owner or <br /> - 2 - <br />
