Marysville, or some entity other than Everett, shall be <br /> 2 responsible for preparing any environmental work up and obtaining all <br /> 3 necessary approvals and permits from Snohomish County and DSHS for <br /> 4 connection and the construction of the transmission main. <br /> 5 3. The quality of water delivered and the rates therefor shall be <br /> 6 Everett's usual and accustomed practices and rates for wholesale customers <br /> 7 similarly situated. <br /> 8 4. A water supply contract shall be negotiated which shall include a <br /> sufficient time period to amortize financing arrangements, with preferential <br /> 9 <br /> 10 rights for renewal of the contract for additional years into the future and <br /> 11 a condition that Marysville will utilize the water in furtherance of <br /> 12 whatever plan may be adopted by Snohomish County pursuant to RCW 70.116. <br /> 13 5.
