7 . t EXHIBIT "C" OLD INTERURBAN STREET AND UTILITY IMPROVEMENTS CITY OF EVERETT, WASHINGTON LOCAL IMPROVEMENT DISTRICT NO. 728 (W.O. 2013) NOTICE OF PROPOSED IMPROVEMENT AND HEARING THEREON NOTICE IS GIVEN that the City of Everett, Washington (the "City") , has received a petition for the formation of a local improvement district to construct certain street and utility improvements on the Old Interurban including 3 signal upgrades on Everett Mall Way to include necessary appurtenances in the area described in Exhibit A attached hereto and to assess all of the cost and expense of such improvement against the property in such district specially benefited thereby. The total cost of the improvement is estimated to be $785,000, and the entire cost and expense shall be borne by and assessed against the properties specifically benefited by such improvement to be included within the proposed local improvement district to be established embracing as nearly as practicable all property specially benefited by such improvement. The City Council is considering the formation of such district and the ordering of such improvement under the petition method prescribed by statute, but first desires to give notice thereof to the property owners within the proposed district and an opportunity to be heard to anyone so desiring. The public hearing upon the proposed improvement will be held before the City Council of the City to be held in the Council Chambers, City Hall, 3002 Wetmore, Everett, Washington, at 8:30 a.m. , local time, on November 10 , 1987. All persons desiring to be heard on the improvement and formation of the local improvement district are notified to appear and state their views on such improvement at such hearing. Additional information regarding this improvement may be obtained at the Office of the City Engineer, 2nd Floor, Building #1, 3200 Cedar Street, Everett, Washington.
