RESOLUTION #4909 <br /> A RESOLUTION AUTHORIZING APPLICATION FOR FUNDING ASSISTANCE TO THE INTERAGENCY <br /> COMMITTEE FOR OUTDOOR RECREATION AS PROVIDED BY THE IAC GRANT-IN-AID PROGRAM <br /> FOR FUNDING OF PHASE II EVERETT RIVERFRONT PARK DEVELOPMENT. <br /> WHEREAS, the Everett City Council acknowledges the need for continued <br /> development at Riverfront Park on the Snohomish River; and <br /> WHEREAS, under the provisions of the IAC Grant-In-Aid Program state and <br /> federal funding assistance has been authorized and made available to aid in <br /> financing the cost of land for parks and the construction of outdoor <br /> recreational facilities for local public bodies; and <br /> WHEREAS, The City Council of the City of Everett considers it in the best <br /> public interest to continue development of Riverfront Park in the northern <br /> part of the city located on Smith Island adjacent to the Snohomish River <br /> comprised of approximately one (1) mile of waterfront and fifty-eight (58) <br /> acres of land; and <br /> WHEREAS, An application for Phase I development of Riverfront Park was <br /> submitted to and approved by the Interagency Committee for Outdoor Recreation <br /> in 1986 including development of a boat launch, 50 parking stalls, 50' if of <br /> trail, restroom and storage area and miscellaneous related expenses; and <br /> WHEREAS, Funding to continue Phase II development as outlined in the <br /> approved Master Plan of Riverfront Park is needed; <br /> NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL FOR THE CITY OF <br /> EVERETT, WASHINGTON, <br /> 1. That the Mayor be authorized to sign a formal application to the <br /> Interagency Committee for Outdoor Recreation for funding assistance. <br /> 2. That any funding assistance so received be used in Phase II <br /> development of the fifty-eight (58) acres of Everett Riverfront Park on Smith <br /> Island. <br /> 3. That $150,000 be authorized and appropriated as a source of revenue in <br /> the 1988 City of Everett budget from the general fund as the local share of <br /> the Riverfront Park Phase II development. <br /> 4. That $150,000 be authorized and appropriated as a source of revenue in <br /> the 1988 City of Everett budget from IAC matching funds for the Riverfront <br /> Park Phase II development. <br /> 5. That the combined amounts above of $300,000 be authorized and <br /> appropriated as a source of revenue to, and as a form of expense in, the <br /> Riverfront Park Phase II Construction Fund in the 1988 City of Everett budget. <br /> 6. That the City of Everett does hereby certify that the City is <br /> responsible to support all non-cash commitments to the local share should they <br /> not materialize. <br /> 7. That any property acquired with financial aid through the Interagency <br /> Committee for Outdoor Recreation be placed in use as an outdoor recreation <br /> facility and be retained in such use in perpituity unless as otherwise <br /> provided and agreed upon by the City of Everett, City Council, the Interagency <br /> Committee for Outdoor Recreation and any affected federal agency. <br /> 8. That this resolution become part of a formal application to the <br /> Interagency Committee for Outdoor Recreation. <br /> 9. That adequate notification has been given for public input and that <br /> the Park Board has reviewed and adopted the master plan and Phase II <br /> development of the Everett Riverfront Park on Smith Island. <br /> NOW, THEREFORE, BE IT FURTHER RESOLVED, to submit this resolution to the <br /> Interagency Committee for Outdoor Recreation, that the City has officially <br /> obligated funding sources to meet the grant match by using funds of the City <br /> of Everett as outlined herewith. <br /> Ec-61,1-& N.erlittAr- <br /> Coun ' 'ian Intng Resolution <br /> Passed and approved thisc?
