RESOLUTION # 02.90? A RESOLUTION AUTHORIZING APPLICATION FOR FUNDING ASSISTANCE TO THE INTERAGENCY COMMITTEE FOR OUTDOOR RECREATION AS PROVIDED BY THE AQUATIC LAND ENHANCEMENT ACCOUNT FOR FUNDING OF PHASE II EVERETT RIVERFRONT PARK DEVELOPMENT. WHEREAS, the Everett City Council acknowledges the need for continued development at Riverfront Park on the Snohomish River; and WHEREAS, under the provisions of the Aquatic Land Enhancement Account state and federal funding assistance has been authorized and made available to aid in financing the cost of land for parks and the construction of outdoor recreational facilities for local public bodies; and WHEREAS, The City Council of the City of Everett considers it in the best public interest to continue development of Riverfront Park in the northern part of the city located on Smith Island adjacent to the Snohomish River comprised of approximately one (1) mile of waterfront and fifty-eight (58) acres of land; and WHEREAS, An application for Phase I development of Riverfront Park was submitted to and approved by the Interagency Committee for Outdoor Recreation in 1986 including development of a boat launch, 50 parking stalls, 50' if of trail, restroom and storage area and miscellaneous related expenses; and WHEREAS, Funding to continue Phase II development as outlined in the approved Master Plan of Riverfront Park is needed; NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL FOR THE CITY OF EVERETT, WASHINGTON, 1. That the Mayor be authorized to sign a formal application to the Interagency Committee for Outdoor Recreation for funding assistance through the Aquatic Land Enhancement Account. 2. That any funding assistance so received be used to develop pier/dock facilities, 3,000 feet of waterfront trail development, and beach development for public access at the fifty-eight (58) acre site of Everett Riverfront Park on Smith Island. 3. That $25,000 be authorized and appropriated as a source of revenue in the 1988 City of Everett budget from the general fund as the local share of the Riverfront Park Phase II development. 4. That $75,000 be authorized and appropriated as a source of revenue in the 1988 City of Everett budget from IAC matching funds for the Riverfront Park Phase II development. 5. That the combined amounts above of $100,000 be authorized and appropriated as a source of revenue to, and as a form of expense in, the Riverfront Park Phase II Construction Fund in the 1988 City of Everett budget. 6. That the City of Everett does hereby certify that the City is responsible to support all non-cash commitments to the local share should they not materialize. 7. That any property acquired with financial aid through the Interagency Committee for Outdoor Recreation be placed in use as an outdoor recreation facility and be retained in such use in perpituity unless as otherwise provided and agreed upon by the City of Everett, City Council, the Interagency Committee for Outdoor Recreation and any affected federal agency.
