V. Finding: ROADS - RELATIONSHIP TO SCENIC CORRIDORS <br /> Scenic corridors with public roadways should have provisions for safe <br /> pedestrian and other non-motorized travels. <br /> Conclusion: Planned road improvements associated with the Navy <br /> Homeport include provisions for pedestrian walkways and bicycle <br /> paths. Proposed harborfront development indicates a planned <br /> bicycle-pedestrian trail from the Weyerhaeuser property south of the <br /> Homeport, along the shoreline to the Lowell Park area on the <br /> Snohomish Riverfront. <br /> W. Finding: TRANSPORTATION <br /> Designation of shoreline areas for intensive use, or approval of <br /> large-scale port or industrial projects shall be done only after <br /> identification and evaluation of the capacity of existing <br /> transportation system to serve these areas. <br /> Conclusion: Numerous studies have been undertaken dealing with <br /> increased traffic volumes generated by the Homeport. (See Chronology <br /> of Traffic Studies, Exhibit 15. ) These studies and negotiations <br /> between the City and the Navy have determined impacts and an <br /> acceptable configuration for the road. Negotiations were undertaken <br /> to assure Scott Paper interests are addressed. A memorandum of <br /> understanding has been reached. (See Exhibit 10. ) <br /> X. Finding: UTILITIES - UNDERGROUND <br /> Wherever feasible, all utilities shall be placed underground. <br /> Conclusion: Utilities will be placed underground. <br /> Y. Finding: UTILITIES - RELATIONSHIP TO PUBLIC ACCESS <br /> Utility rights-of-way through or leading to areas designated for <br /> public use shall, unless deemed a safety hazard, be incorporated into <br /> public access programs to and along Everett's shorelines subject to <br /> the rights of private property owners. <br /> Conclusion: Utilities will be incorporated in the public access <br /> areas and not interfere with areas designated for public use. <br /> Z. Finding: WATER QUALITY <br /> Storm drainage and sanitary sewer systems operating in shoreline <br /> areas should not adversely affect water quality nor interfere with <br /> the use of the shoreline and the water area. <br /> Conclusion: All water from storm drainage and sanitary sewer systems <br /> shall be collected and processed at treatment facilities that are <br /> appropriate. Storm drainage will be treated by oil and gas <br /> separators to remove oil and grit. Treated runoff water will not be <br /> released to the East Waterway. The oil and gas separators shall be <br /> serviced on a regular basis to maintain proper operating efficiency. <br /> 4. Zoning <br /> A. Finding: ZONING <br /> The property is zoned M-1 , Heavy Manufacturing, which permits a broad <br /> range of uses and is also designated a Flood Fringe <br /> Commercial/Industrial overlay zone. <br /> -16- <br />
