PLANNING COMMISSION REPORT TO CITY COUNCIL <br /> U.S. NAVY HOMEPORT - SMA #4-87 (86-1 EIS) <br /> May 21, 1987 <br /> WHEREAS, an application was received by the City of Everett as <br /> follows: <br /> Applicant: United States Navy <br /> 1922 W. Marine View Drive <br /> Everett, Washington 98201 <br /> Relationship to Property: Purchaser of the Homeport site, lessee of the <br /> dredge disposal site <br /> Requested Action: Conditional Use Shoreline Substantial <br /> Development Permit <br /> . Location: The dredge site is located in the East <br /> Waterway of the Everett Harbor within the NW <br /> 1/4, Sec. 14, T 29 N, R 5 EWM, and the <br /> disposal site within SE 1/4, Sec. 25, T 25 N, <br /> R 4 EWM, northeast of Howarth Park. The Navy <br /> Homeport project site is located within the <br /> NW 1/4 and SW 1/4, Sec. 19, T 29 N, R 5 EWM <br /> and the SW 1/4 of Sec. 18, T 29 N, R 5 EWM. <br /> (Norton Terminal site and Western Gear <br /> property.) (See Exhibit 1 , Vicinity Map. ) <br /> Project: To allow removal of spoil materials from the <br /> East Waterway and disposal of contaminated <br /> dredge spoils to be capped with clean dredge <br /> spoils in a confined, in-water disposal <br /> site. The program for development of a <br /> proposed Homeport requires a number of <br /> water-oriented construction activities: 1 ) <br /> demolition of existing piers, pilings and <br /> structures; 2) construction of breakwater, <br /> mole and piers; and 3) dredging of the East <br /> Waterway to accommodate planned vessel use, <br /> aid to navigation, and expose a suitable <br /> foundation for the breakwater/mole <br /> construction. <br /> The dredging program consists of two phases <br /> as follows: Phase I consists of dredging the <br /> outer harbor, breakwater and mole areas. An <br /> underwater mound of 500,000 cubic yards of <br /> clean material will be constructed on the <br /> disposal site. Adjacent to the mound, <br /> approximately 97,000 cubic yards of <br /> contaminated sediments will be deposited and <br /> will be capped with approximately 239,000 <br /> cubic yards of clean sediment. <br /> Phase II consists of dredging in the inner <br /> harbor area to provide the required final <br /> elevations for berthing and turning channels <br /> for the aircraft carrier and other major <br /> vessels. Dredging will involve removal of <br /> approximately 831 ,000 cubic yards of <br /> contaminated sediment and capping with <br /> approximately 1 ,638,000 cubic yards of clean <br /> material. <br />
