41. <br /> RESOLUTION NO (f7/ <br /> A Resolution on <br /> the funding of the 1987 <br /> Community Development Block Grant Funds <br /> with Stop Abuse <br /> WHEREAS, the City for several years has funded through Communtiy <br /> Development Block Grant (CDBG) the agency of Stop Abuse; and <br /> WHEREAS , the agency has staffed and maintained a shelter for abused <br /> women during those years ; and <br /> WHEREAS, there continues to be an urgent need in the City of Everett <br /> for such a shelter; and <br /> WHEREAS, the City should continue to provide CDBG funding for Stop <br /> Abuse, but should condition such funding in an effort to resolve some of the <br /> issues associated with Stop Abuse ' s operation of the shelter : <br /> NOW THEREFORE BE IT RESOLVED: <br /> That the Mayor be authorized to start the execution of a <br /> contract in which Stop Abuse is awarded the 1987 CDBG funds of <br /> $23, 184; <br /> BE IT FURTHER RESOLVED that these funds be disbursed only on a <br /> month-to-month basis as the following conditions are met by the Stop Abuse <br /> board : <br /> 1) The "Program Self-Evaluation Tool for Programs Serving Battered <br /> Women" which was developed by the Wisconsin Coalition Against Women <br /> Abuse ( dated February 1985) is completed and returned to the <br /> Coordinator no later than October 30, 1987; <br /> 2) Since the Articles of Incorporation filed with the State of <br /> Washington indicate a Stop Abuse Board of Directors consisting of <br /> fifteen ( 15) members, and since at last count the present Board <br /> consists of only six (6) members, a diligent effort must be made to <br /> increase the size to at least twelve ( 12) members by September <br /> 30, 1987; <br /> 3) Since this Board was one of the first boards to receive the "general" <br /> questionnaire being circulated to all agencies receiving City funds, <br /> the questionnaire distributed on April 1, 1987 shall be returned to <br /> the Coordinator, completed, no later than June 30, 1987; and <br /> 4) Will initiate with Providence Hospital discussions which might lead <br /> to a merger of this agency and the hospital institution, and maintain <br /> contact with the Coordinator of Human and Social Services on the <br /> progress of same. <br /> PASSED AND APPROVED ON THIS Cj2, DAY `` - , 1987. <br /> 14 <br /> Cou .e son n roducing Resolution <br /> ` ' <br /> Council President <br /> 4199F <br />
