ADOPT RESOLUTION #aS-,/ c/FOR SOLE SOURCE
REPAIR OF AERIAL LADDER ONE
"B" FUND
The Everett Fire Department has a front-line fleet of fire apparatus that
includes five engines, two aerial ladders and three aid cars. In reserve
there are four engines , one ladder and two aid units . There are also three
fire prevention cars and a shop truck, two staff cars and two command cars.
Our budget for the maintenance and repair of this equipment is 10,500 per
year. This does not allow for many unexpected major emergencies.
The first quarter of 1987 we experienced two unexpected emergency repairs to
two front-line fire apparatus.
1 ) Engine 6 - 1978 Clark Fire Engine located at 9520 Evergreen
Diesel Engine Overhaul $4,850.35
2) Ladder 1 - 1980 Emergency One located at 16th & McDougal
Repair turntable gear box, turntable bearing and gear
$25,763.00
In 1985 during a test of the ladder it was found not operating in a correct
manner. Repair was performed by having a new shaft placed in the turntable
gear box. In testing in the past month, it was found that the ladder was
again not operating correctly. It was taken out of service and sent to United
Fire Service of Issaquah with suspected hydraulic adjustment that would cost
approximately $500. They are a reputable company that deals with Aerial
equipment and has resources through Hydraulic companies and also the
engineering department of the U of W. In testing the ladder it was found to
have gear box, turntable and turntable bearing problems .
Testing at UFS site found the gear box shaft broken, and in dismantling the
turntable it was found that the gear box and turntable gears were out of
alignment, causing the turntable and hydraulic system to operate under extreme
stress. The wear and tear on the gears on both the turntable and gear box
will make it necessary to replace gears and bearings. Cost of the bearing,
turntable gear and gear box will cost $25,763.
While our budget will allow adjustment to pay for the engine overhaul
($4,850.35) on Engine 6, we do not have funds to repair Ladder One.
It is imperative that Ladder One be repaired and placed back in service as
soon as possible. The backup ladder vehicle for Ladder One is the 1965
Seagraves aerial ladder. Although adequate for short term use, this piece of
equipment is 22 years old and if it should break down we do not have a
replacement ladder vehicle to place in service.
We request that the Department budget be adjusted to cover the cost of repair
to Ladder One. That cost being $25,763.00.
Funds will be derived from Fleet Replacement Fund #506.
,)1c
Counc man in rosucin• re .-u 10
Passed and approved this day o , ,/9/M9 , 1987.
Or
ci Pre lent
0131A
