Vl RESOLUTION NO. p2,?V RESOLUTION APPROVING THE FORM OF COOPERATION AGREEMENT BETWEEN THE CITY OF EVERETT, WASHINGTON AND THE HOUSING AUTHORITY OF THE CITY OF EVERETT, WASHINGTON, AND AUTHORIZING ITS EXECUTION WHEREAS, it is the policy of this locality to eliminate substandard and other inadequate housing, to prevent the spread of slums and blight, and to realize as soon as feasible the goal of a decent home in a suitable living environment for all of its citizens; and WHEREAS, under the provisions of the United States Housing Act of 1937, as amended, the Department of Housing and Urban Development is authorized to provide financial assistance to local public housing agencies for undertaking and carrying out the development and operation of low-rent housing projects that will assist in meeting this goal; and WHEREAS, pursuant to Section 15(7)(b) of the United States Housing Act of 1937, as amended, it is necessary that the City of Everett enter into a Cooperation Agreement with the Housing Authority of the City of Everett 1 (hereinafter referred to as the "Local Authority") providing for local cooperation in connection with such low-rent housing project; and WHEREAS, pursuant to and in compliance with the provisions of Section 35.83.030( 10) of the Revised Code of Washington, the Everett Planning Department of the City of Everett did post in three public places a notice of a public hearing before the City Council for the purpose of giving all interested persons an opportunity to be heard as to whether such Cooperation Agreement should be entered into; and WHEREAS, the notices for a public hearinghave been posted as above provided and the City Council of the City of Everett held a public hearing April 8, 1987 giving all interested persons an opportunity to be heard as to 1 whether the proposed Cooperation Agreement, in the form hereinafter set forth, should be entered into; which said hearing has been concluded with all matters in connection therewith having been fully considered by the City Council of the City of Everett;
