City of Everett
* Modified Determination of Nonsignificance
File No. 9-86
SEPA No. 118-86
Description of the Proposal: The proposed action is issuance of a Shoreline
Substantial Development Permit to allow the filling of approximately 66 acres with
up to 800,000 cubic yards of clean inorganic fill material and construction of
industrial buildings totaling approximately 1 ,300,000 square feet in area. The
fill material will be obtained from numerous sources, with all dredged material to
be evaluated by DOE and EPA prior to initiating any filling. The City of Everett
Public Works Department will review all fill operations through a filling and
grading permit and will have primary responsibility for upland fills.
This review will identify physical, chemical, and biological character of landfill
material; source of fill; method of placement and compaction; type of proposed
surfacing; and method of perimeter erosion control. This information has not been
generated to date as the source(s) of this large volume of material has not yet
been identified.
All building sites will be filled to two feet of freeboard above the 100-year
flood elevation to comply with Commercial/Industrial Flood Fringe District zoning
applied to this property and the Federal Flood Insurance Program.
Proponent: Everett Development Co.
Ruth E. Ruppert - Administrator
Nine Lake Bellevue Dr. #100
Bellevue, WA 98005
Location: On Smith Island, west of Highway 99 North, fronting on
Union Slough, within the E 1/2 of Sec. 5, T. 29 N. , R 5
E.W.M.
Project Phasing: The environmental review conducted on this project is being
phased, with a second environmental review to be conducted at the time a detailed
site plan is prepared for the project per WAC 197-11-060 (5.e.)
MITIGATION REQUIRED BY SEPA:
No dredged fill shall be placed on the subject property until DOE and EPA have
determined that physical, chemical and biological character of the fill satisfies
all their standards (SEPA Water Policy) . All other fill will be regulated by the
City of Everett Public Works Department.
The lead agency for this proposal has determined that it does not have a
significant adverse impact on the environment. An environmental impact statement
(EIS) is not required under RCW 43.21C.030(2) (c) . This decision was made after
review of a completed environmental checklist in conjunction with an application
for a shoreline permit which documents the environmental impacts of this
proposal. This information is on file with the lead agency and is available to
the public on request.
* All modifications are underlined.
