City of Everett <br /> * Modified Determination of Nonsignificance <br /> File No. 9-86 <br /> SEPA No. 118-86 <br /> Description of the Proposal: The proposed action is issuance of a Shoreline <br /> Substantial Development Permit to allow the filling of approximately 66 acres with <br /> up to 800,000 cubic yards of clean inorganic fill material and construction of <br /> industrial buildings totaling approximately 1 ,300,000 square feet in area. The <br /> fill material will be obtained from numerous sources, with all dredged material to <br /> be evaluated by DOE and EPA prior to initiating any filling. The City of Everett <br /> Public Works Department will review all fill operations through a filling and <br /> grading permit and will have primary responsibility for upland fills. <br /> This review will identify physical, chemical, and biological character of landfill <br /> material; source of fill; method of placement and compaction; type of proposed <br /> surfacing; and method of perimeter erosion control. This information has not been <br /> generated to date as the source(s) of this large volume of material has not yet <br /> been identified. <br /> All building sites will be filled to two feet of freeboard above the 100-year <br /> flood elevation to comply with Commercial/Industrial Flood Fringe District zoning <br /> applied to this property and the Federal Flood Insurance Program. <br /> Proponent: Everett Development Co. <br /> Ruth E. All other fill will be regulated by the <br /> City of Everett Public Works Department. <br /> The lead agency for this proposal has determined that it does not have a <br /> significant adverse impact on the environment. An environmental impact statement <br /> (EIS) is not required under RCW 43.21C.030(2) (c) . This decision was made after <br /> review of a completed environmental checklist in conjunction with an application <br /> for a shoreline permit which documents the environmental impacts of this <br /> proposal.
