LANDFILL AND SOLID WASTE DISPOSAL <br /> INTRODUCTION <br /> Landfill is the creation of dry upland area by the filling or <br /> depositing of sand, soil or gravel into a wetland area. Landfills <br /> also occur to replace shoreland areas removed by wave action or <br /> the normal erosive processes of nature . However, most landfills <br /> destroy the natural character of land, create unnatural heavy <br /> erosion and silting problems and diminish the existing water surface . <br /> Generally, all solid waste is a possible source of much nuisance . <br /> Rapid, safe and nuisance-free storage , collection, transportation <br /> and disposal are of vital concern to all persons and communities . <br /> If the disposal of solid waste material is not carefully planned <br /> and regulated, it can become not only a nuisance but a severe <br /> threat to the health and safety of human beings, livestock, <br /> wildlife and other biota. <br /> POLICIES <br /> 1. Allow landfills only in those areas designated for such <br /> purposes in the Environment Section of the Master Program. <br /> 2. Prohibit sanitary landfills or the location of solid waste <br /> disposal sites in any shoreline area. <br /> 3. Allow landfills in water bodies to facilitate water-dependent <br /> uses or to enhance public access to the shoreline . <br /> REGULATIONS <br /> General <br /> 1. Sanitary landfills or the location of solid waste disposal sites <br /> within any area subject to the jurisdiction of the Shoreline <br /> Management Act is strictly prohibited. <br /> 2 . Landfills shall be permitted only when used as preparation for <br /> an activity otherwise permitted by this program for the Environ- <br /> ment in which it is located. Such landfills shall also be <br /> subject to the regulations for the proposed use . <br /> 3 . Applications which include landfilline shall include the followin, <br /> information: <br /> a. Physical, chemical and biological character of landfill <br /> material; <br /> b .
