M ' ` RESOLUTION NO., g it A Resolution approving the 1987 improvements to be done in Lowell with Lowell Neighborhood funds from the years 1981, 1982, 1983, 1984, 1985, and 1986 and setting up the improvements to be completed in 1988. WHEREAS, Lowell has been allocated funds to be used in Lowell which have not been used; and WHEREAS, certain street and sidewalk improvements need to be done to improve the safety of pedestrians in Lowell; and WHEREAS, the Lowell Committtee created by the Mayor reviewed and selected the improvements and unanimously approved them. NOW, THEREFORE, BE IT RESOLVED BY THE EVERETT CITY COUNCIL OF THE CITY OF EVERETT THAT: I. The following improvements will be done in 1987 with the $79,175.22 of Community Development Block Grant funds left over from prior years in Lowell accounts; Fund 333, 349, 354, 360, 369, 372, and 381 and with Overlay funds. South Third - 41st to 47th (2770 feet west side only) - Widen to provide paved parking - To include curb, gutter, sidewalks, and some landscaping - Estimated Basic Cost - $150,400 South Third - 47th to Lowell Road (2884 feet) - 8-foot maximum width asphalt pedestrian walkway (west side only) - To include traffic buttons or rumble bars - Estimated Basic Cost - $128,800 In addition to the street and sidewalk improvements, utilities as required will be done with this project including water lines, sanitary sewer, and storm sewers. The utilities fund will pay for the underground utility improvements. II. The following improvements will be done in 1988 with money allocated out of the 1988 Community Development Block Grant if available and Overlay funds. South Second - 47th to Lenora (3007 feet - west side only) - Widen to provide paved parking - Angle parking where feasible and practical - Estimated Basic Cost - $281,900 Traffic Signal - Estimated Basic Cost - $ 35,000-$75,000 depending on location
