• RESOLUTION NO. 4.,-;- '774, A RESOLUTION approving the amended Three-Year Housing Assistance Plan and the 1987 Annual Housing Assistance Plan for submission to the Department of Housing and Urban Development under the Housing and Community Development Act of 1980. WHEREAS, the City Council of Everett recognizes the need to plan for housing assistance programs in Everett; and WHEREAS, a Housing Assistance Plan is a required part of the City of Everett's application for Community Development Block Grant funds; and WHEREAS, the major provisions of the plan to satisfy the above need includes: 1. The housing conditions, the housing assistance needs, and the location for additional subsidized housing as identified by the Citizen's Advisory Committee for Housing and Community Development and submitted to the City Council. 2. The priority for assisted housing includes: First priority shall be given to the rental rehabilitation program. Second priority shall be given to Section 8 existing for the elderly. Third priority shall be given to Section 8 existing small and large families. 3. The City will continue its commitment to the Community Housing Improvement Program (CHIP) and will continue to have CHIP work with Minor Repair to provide Minor Home Repairs. 4. The City will also continue its commitment to the Joint Venture for Affordable Housing as demonstrated by Resolution No. 2231 which the City Council unanimously approved. WHEREAS, federal housing assistance resources are allocated to Everett based on the provisions of the Housing Assistance Plan, and WHEREAS, the City Council of Everett considers it in the best interest of the public to implement the Housing Assistance Plan, and WHEREAS, the adoption of the Housing Assistance Plan does not affect or preclude the spending of non-federal housing assistance like bond issues for new construction of elderly housing or other housing programs the City Council may wish to fund; and
