• <br /> RESOLUTION NO. 4.,-;- '774, <br /> A RESOLUTION approving the amended Three-Year Housing <br /> Assistance Plan and the 1987 Annual Housing <br /> Assistance Plan for submission to the Department <br /> of Housing and Urban Development under the Housing <br /> and Community Development Act of 1980. <br /> WHEREAS, the City Council of Everett recognizes the need to plan for <br /> housing assistance programs in Everett; and <br /> WHEREAS, a Housing Assistance Plan is a required part of the City of <br /> Everett's application for Community Development Block Grant funds; and <br /> WHEREAS, the major provisions of the plan to satisfy the above need <br /> includes: <br /> 1. The housing conditions, the housing assistance needs, and the <br /> location for additional subsidized housing as identified by the <br /> Citizen's Advisory Committee for Housing and Community Development <br /> and submitted to the City Council. <br /> 2. The priority for assisted housing includes: <br /> First priority shall be given to the rental rehabilitation program. <br /> Second priority shall be given to Section 8 existing for the elderly. <br /> Third priority shall be given to Section 8 existing small and large <br /> families. <br /> 3. The City will continue its commitment to the Community Housing <br /> Improvement Program (CHIP) and will continue to have CHIP work with <br /> Minor Repair to provide Minor Home Repairs. <br /> 4. The City will also continue its commitment to the Joint Venture for <br /> Affordable Housing as demonstrated by Resolution No. 2231 which the <br /> City Council unanimously approved. <br /> WHEREAS, federal housing assistance resources are allocated to <br /> Everett based on the provisions of the Housing Assistance Plan, and <br /> WHEREAS, the City Council of Everett considers it in the best <br /> interest of the public to implement the Housing Assistance Plan, and <br /> WHEREAS, the adoption of the Housing Assistance Plan does not affect <br /> or preclude the spending of non-federal housing assistance like bond issues <br /> for new construction of elderly housing or other housing programs the City <br /> Council may wish to fund; and <br />
