14. That a legitimate objective of zoning is to minimize the <br /> reduction of property values due to the juxtaposition of <br /> incompatible land uses. Adult use businesses probably have a <br /> negative effect on adjacent residential land values. <br /> 15. That concentration of adult use businesses will make it <br /> difficult to trace a customer of an adult use business involved <br /> in illegal behavior outside an establishment back to that <br /> establishment. <br /> 16. That several areas of the City have been identified by federal <br /> and State agencies as distressed areas, primarily in the north <br /> end and the central part of the City. Everett has received <br /> substantial federal funding through the Community Development <br /> Block Grant Program for ten years which funding has been used <br /> to revitalize these areas. That these areas have abnormally <br /> high concentrations of young people under the age of eighteen <br /> ( 18). <br /> 17. That Everett provides a single family and multiple family <br /> housing rehabilitation program directed at improving the lives <br /> of lower income individuals and families and at improving the <br /> general character of the Block Grant designated neighborhoods. <br /> 18. That Everett has just recently invested $150 million in <br /> repairing and improving the City's sewer and water system, <br /> replacing bridges, improving streets, parks and recreation <br /> facilities, and constructing a new fire station, in order to <br /> improve the quality of life for its citizenry. <br /> 19. That Everett has invested substantial tax dollars to develop an <br /> overall economic development strategy, revitalize the central <br /> area from Port Gardner Bay to the Snohomish River, develop a <br /> harborfront urban design plan, a development plan for Southwest <br /> Everett, and plans for the redevelopment of North Broadway and <br /> Evergreen Way. <br /> 20. That Everett citizens have demonstrated a desire to instill <br /> greater pride in their community through the development of <br /> written and pictoral histories of their neighborhoods. <br /> 21. That several areas in Everett have developed strong <br /> neighborhood organizations whose purpose is to improve the <br /> quality of life in their neighborhoods. <br /> 22. That a number of large public infrastructure improvements have <br /> been or will be made by property owners along North Broadway, <br /> South Everett Mall Way, Evergreen Way, the Silver Lake area, <br /> Southwest Everett, Smith Island and Casino Road. <br /> 23. That Everett has been involved in a lengthy process to update <br /> its Comprehensive Plan as a guide to the City's future and has <br /> worked with the Lowell community to develop a draft <br /> neighborhood plan to specifically guide development in that <br /> neighborhood. <br /> 24. That Everett, along with Snohomish County, the Port of Everett, <br /> Everett Chamber of Commerce and the Economic Development <br /> Council produced a number of promotional and informational <br /> documents used to attract new businesses to the community. <br /> 25. That adult use businesses can have an adverse effect on the <br /> image of a community as perceived by business investors and <br /> people from outside the community. <br /> -4- <br />
