a <br /> 7. Adult use businesses need to be separated from certain <br /> sensitive uses in order to minimize the adverse secondary <br /> effects generated by these businesses. <br /> 8. Community Development Block Grant designated neighborhoods are <br /> sensitive areas of the City for the purposes of adult use <br /> business zoning because they have been determined to have a <br /> disproportionate number of lower income households, an older <br /> housing stock, greater numbers of children and other <br /> characteristics which make them particularly sensitive to the <br /> adverse secondary effects of adult use businesses. <br /> 9. Adult use businesses need to be dispersed from each other in <br /> order to avoid the cumulative effect of concentration. <br /> 10. Adult use businesses need to be separated from establishments <br /> selling alcoholic beverages by the drink(s). <br /> 11 . Existing adult use businesses which do not conform with the <br /> adult use business zoning adopted by the City must be brought <br /> into zoning compliance as soon as is possible in order to <br /> eliminate their adverse secondary effects upon the surrounding <br /> area(s) . <br /> 1 <br /> f 12. Southwest Everett, Smith Island, the Everett Waterfront and the <br /> area east of Broadway between 39th St. and Pacific Ave. , when <br /> taken together, are very similar in character to the 520 acre <br /> site set aside by the City of Renton for adult use businesses. <br /> These areas total approximately 2000 acres which is <br /> approximately 10% of the City's land mass. <br /> 13. The areas of Southwest Everett, Smith Island, the Everett <br /> Waterfront and the area east of Broadway in comparison to the <br /> area in Renton set aside for adult use businesses provides as <br /> good if not better opportunity for adult use businesses to <br /> exist than is provided in the City of Renton. <br /> and; <br /> WHEREAS, the City Council finds that the zoning regulations for adult <br /> use businesses as set forth in Ordinance No. 1 503 14 are consistent with <br /> the City's General Plan and are the least restrictive alternatives <br /> available; and <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT that the City Council hereby declares its intent to adopt a zoning <br /> ordinance regulating adult use businesses within the City of Everett, <br /> Ordinance No./303 -A.. <br /> Councilman Introducing Resolution <br /> PASSED and APPROVED this >>" day o Gr t3" 986. <br /> (:: 6 )-----t-- 7-7-741. <br /> Council President <br /> 2699F <br /> -8- <br />
