1 <br /> Resolution <br /> A RESOLUTION AUTHORIZING APPLICATION FOR FUNDING ASSISTANCE TO THE INTERAGENCY <br /> COMMITTEE FOR OUTDOOR RECREATION AS PROVIDED BY THE MARINE RECREATION LAND ACT <br /> FOR FUNDING OF EVERETT RIVERFRONT PARK. <br /> WHEREAS, the Everett City Council acknowledges the need for a <br /> waterfront regional park on the Snohomish River; <br /> WHEREAS, under the provisions of the Marine Recreation Land Act state <br /> and federal funding assistance has been authorized and made available to aid <br /> in financing the cost of land for parks and the construction of outdoor <br /> recreational facilities for local public bodies; <br /> WHEREAS, the City Council of the City of Everett considers it in the <br /> best public interest to develop a regional park in the northern part of the <br /> city located on Smith Island adjacent to the Snohomish River comprising of <br /> approximately one (1) mile of waterfront and fifty-eight (58) acres of land; <br /> NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL FOR THE CITY OF <br /> EVERETT, WASHINGTON, <br /> 1. That the Mayor be authorized to sign a formal application to the <br /> Interagency Committee for Outdoor Recreation for funding assistance. <br /> 2. That any fund assistance so received be used in the development of <br /> the fifty-eight (58) acres of Everett Riverfront Park on Smith Island. <br /> 3. That $150,000 be authorized and appropriated as a source of <br /> revenue in the 1987 City of Everett budget from the general fund as the local <br /> share of the Riverfront Park development. <br /> 4. That $300,000 be authorized and appropriated as a source of <br /> revenue in the 1987 City of Everett budget form IAC matching funds for the <br /> Riverfront Park development. <br /> 5. That the combined amounts above of $450,000 be authorized and <br /> appropriated as a source of revenue to, and as a form of expense in, the <br /> Riverfront Park construction Fund in the 1987 City of Everett budget. <br /> 6. That the City of Everett does hereby certify that the City is <br /> responsible to support all non-cash commitments to the local share should they <br /> not materialize. <br /> 7. That any property acquired with financial aid through the <br /> Interagency Committee for Outdoor Recreation be placed in use as an outdoor <br /> recreation facility and be retained in such use in perpituity unless as <br /> otherwise provided and agreed upon by the City of Everett, City Council, the <br /> Interagency Committee for Outdoor Recreation and any affected federal agency. <br /> 8. That this resolution become part of a formal application to the <br /> Interagency Committee for Outdoor Recreation. <br /> 9. That adequate notification has been given for public input and <br /> that the Park Board has reviewed and adopted the master plan for the Everett <br /> Riverfront Park on Smith Island. <br /> NOW, THEREFORE, BE IT FURTHER RESOLVED, to submit this resolution to <br /> the Interagency Committee for Outdoor Recreation, that the City has officially <br /> obligated funding sources to meet the grant match by using funds of the City <br /> of Everett as outlined herewith. <br /> a1n1rLJ— <br /> Councilman <br /> Intro ucingesolution <br /> i - <br /> Passed and approved this d� day o��►_/�. �, ,_ / 198 <br /> Co • 1 Presiden <br /> 95G/co <br />
