Resolution No. c72 7/6 <br /> WHEREAS, the Planning Commission and City Council has expended <br /> considerable effort to develop a comprehensive revision of the City of <br /> Everett's billboard regulations; and <br /> WHEREAS, these revisions will cause a significant number of the <br /> existing billboards with the City to become nonconforming; and <br /> WHEREAS, the new billboard ordinance contains an innovative, <br /> incentive procedure to encourage the elimination of nonconforming billboards <br /> as new conforming billboards are constructed; and <br /> WHEREAS, the City Council strongly believes that the orderly and <br /> expeditious elimination of nonconforming billboards is an essential element <br /> of these new regulations; <br /> NOW THEREFORE BE IT RESOLVED: That the City Council direct the Mayor <br /> to have the Planning Department; <br /> 1) Closely monitor the effectiveness of the new <br /> billboard ordinance in accomplishing the orderly <br /> and expeditious elimination of nonconforming <br /> billboards; <br /> 2) Present the Planning Commission and City Council <br /> with a report at the end of each of the two <br /> following years detailing the effectiveness of the <br /> new ordinance in this regard; and <br /> 3) At the end of the two years, present the Planning <br /> Commission and City Council with recommendations <br /> for further revision of the ordinance, including <br /> the option of utilizing amortization as a <br /> substitute for the incentive system if that <br /> approach has not achieved satisfacto y progress in <br /> eliminating nonconforming billboar•: . <br /> Adr1 / <br /> Councilman Introducing Resolution <br /> Passed and Approved this ( day /Y , 1986. <br /> /445 . <br /> Council President <br /> 1934G <br />
