ADMINISTRATIVE ACTION
Date: February 28, 2003
Project: Children's Museum
Wall Street Site
Subject: Construction of lighthouse structure on exterior and roof of building.
Code: Washington State Amendments to the1997 Uniform Building Code(UBC).
References: Section 3201: Construction in the public right of way.
Section 3204: Balconies.
Section 503.4.3: Fire-retardant-treated wood framing.
Section 601.5.4: Walls fronting on streets or yards.
Section 1511.4: Penthouses and roof structures
Purpose: This project is in part constructed in the public right of way. There is some allowance for
portions of the lighthouse addition to be constructed as proposed, however the majority of
which is prohibited by Chapter 32 of the UBC. As the construction has been permitted by
the City of Everett City Counsel, this administrative action is then to document the
construction requirements of the lighthouse addition.
Interpretation:Construction requirements have been drawn from the above referenced code sections. For
the most part, these requirements have been interpolated as if the addition were not in the
public way. These sections then directly relate to governing exceptions for an A-3
Occupancy building of Type III Construction.
Findings:
• All construction of the furred walls or wall segments must be either of noncombustible
materials, or fire-retardant treated wood - over which, wood veneer boards of not less than
1" nominal thickness or exterior-type panels not less than 3/8" nominal thickness may be
applied. This exterior veneer has a limitation of 15 feet above grade, above which all wood
(except trim)must be fire-retardant-treated.
• The walls/vertical load bearing structure of the lighthouse must be either non-combustible or
of fire-retardant treated wood.
• The floor assembly, to include the balcony which projects over the side of the building, may
be of combustible or noncombustible materials.
• The roof assembly may be of any material as permitted by the code.
Bui2Official [bo
I `
