ADMINISTRATIVE ACTION <br /> Date: February 28, 2003 <br /> Project: Children's Museum <br /> Wall Street Site <br /> Subject: Construction of lighthouse structure on exterior and roof of building. <br /> Code: Washington State Amendments to the1997 Uniform Building Code(UBC). <br /> References: Section 3201: Construction in the public right of way. <br /> Section 3204: Balconies. <br /> Section 503.4.3: Fire-retardant-treated wood framing. <br /> Section 601.5.4: Walls fronting on streets or yards. <br /> Section 1511.4: Penthouses and roof structures <br /> Purpose: This project is in part constructed in the public right of way. There is some allowance for <br /> portions of the lighthouse addition to be constructed as proposed, however the majority of <br /> which is prohibited by Chapter 32 of the UBC. As the construction has been permitted by <br /> the City of Everett City Counsel, this administrative action is then to document the <br /> construction requirements of the lighthouse addition. <br /> Interpretation:Construction requirements have been drawn from the above referenced code sections. For <br /> the most part, these requirements have been interpolated as if the addition were not in the <br /> public way. These sections then directly relate to governing exceptions for an A-3 <br /> Occupancy building of Type III Construction. <br /> Findings: <br /> • All construction of the furred walls or wall segments must be either of noncombustible <br /> materials, or fire-retardant treated wood - over which, wood veneer boards of not less than <br /> 1" nominal thickness or exterior-type panels not less than 3/8" nominal thickness may be <br /> applied. This exterior veneer has a limitation of 15 feet above grade, above which all wood <br /> (except trim)must be fire-retardant-treated. <br /> • The walls/vertical load bearing structure of the lighthouse must be either non-combustible or <br /> of fire-retardant treated wood. <br /> • The floor assembly, to include the balcony which projects over the side of the building,may <br /> be of combustible or noncombustible materials. <br /> • The roof assembly may be of any material as permitted by the code. <br /> Bui�2Official [bo <br /> I ` <br />
