ENG/NEER/NG/ PUBL/C SERA/ICES OEPAIFTAWAVT <br /> ADMINISTRATIVE ACTION <br /> DATE: March 29, 2008 <br /> PROJECT: Plaza Theater, 1621 California Street <br /> Type V-B Construction,nonseparated use provisions <br /> One story building with a mezzanine and a basement <br /> Group A and B Occupancies. <br /> SUBJECT: Elevator installation requirement, 2007 Everett Building Code <br /> INTERPRETATION: An elevator is not required to be installed based on the <br /> current scope of work. This determination is based on the limited tenant improvement to <br /> the basement as well as the occupant load of the spaces in the basement. <br /> FINDINGS: The building is undergoing a change of use from a Business Occupancy <br /> to an Assembly Occupancy on the main floor. The tenant improvement will include the <br /> addition of telescoping bleachers, accessible toilet and changing rooms and other <br /> improvements to create a new theater from a previous bank. When not set up as a theater, <br /> the main floor theater area will have the ability to be divided into two accessible classroom <br /> spaces—creating three overall classrooms on the main floor. <br /> As part of the change of use, the building will undergo a seismic retrofit, NFPA 13 <br /> sprinkler system and an NFPA 72 monitored fire alarm throughout. <br /> The basement level will not undergo any substantial improvements other than finishes. An <br /> existing conference room will be enlarged to create an additional (4`h ) nonaccessible <br /> classroom on the basement level. This classroom is not a change of occupancy as the <br /> occupant load will not be over 49 persons, thereby maintaining the existing Group B <br /> Occupancy for the basement. <br /> Section 3409.7 establishes that alterations affecting an area containing a primary function <br /> are required to have an accessible rout of travel created to that area of primary function up <br /> to a maximum of 20 percent of the costs of the alterations of the primary function. The <br /> movement of the walls to create a larger room in the basement (4a` classroom) is classified <br /> as a primary function, however the cost of an elevator to that room would far exceed the <br /> 20% threshold based on the work occurring in the basement that would require a permit <br /> (finishes and maintenance issues are extracted for this computation).
