,j1111410or <br /> Resolution No. 7142 <br /> A RESOLUTION DECLARING AN EMERGENCY <br /> REGARDING THE REPAIR AND REPLACEMENT OF THE WOODS LAKE CREEK CULVERT <br /> WHEREAS, <br /> A. The City of Everett owns and operates Lake Chaplain Road, which is located in <br /> Snohomish County near the Water Filtration Plant. Lake Chaplain Road is the primary access to Water <br /> Filtration Plant, which provides potable water to the City of Everett and much of greater Snohomish <br /> County. <br /> B. Woods Lake Creek flows under Lake Chaplain Road through a 6' wide by 4' high <br /> corrugated metal pipe culvert. Increasing streamflows over the past years have caused overtopping of <br /> the road surface, which has created an unstable road prism at the stream crossing. <br /> C. Recent geotechnical investigation has revealed erosion of soil supporting the roadway <br /> embankment above the culvert, and collapse of the roadway is likely in another high streamflow event. <br /> D. As high streamflow events occur during the winter months,the culvert must be replaced <br /> during the summer of 2017. Collapse of the roadway would cut off unobstructed access to the Water <br /> Filtration Plant and would convey significant soil, pavement, and other debris into Wood's Lake Creek, <br /> detrimentally affecting the aquatic environment. <br /> E. Because of the imminent threat of roadway failure, immediate action is necessary to <br /> replace this culvert. This replacement project is roughly estimated to cost$600,000. The Public Works <br /> Department is completing plans and specifications for the project, and is in the process of securing <br /> permits and land use agreements from affected external stakeholders. The permits, agreements, plans <br /> and specifications should be ready by the end of July 2017. <br /> F. In order to finish work this summer in accordance with permit requirements (such as <br /> the fish window), construction must begin immediately in early August 2017, once plans and. <br /> specification are ready. However, the public works bid process takes at least four weeks, which would <br /> mean construction would not begin in August 2017, which it turn would mean that the project would <br /> not be completed in summer 2017. (Since the project costs about$600,000, the City cannot use its <br /> small works roster or other alternative methods of contracting, which would be the usual ways to more <br /> quickly award and execute a project.) It is the professional engineering opinion of the Public Works <br /> Department, including its Director, that not replacing the culvert in summer 2017 represents an <br /> unacceptable risk of roadway collapse. <br />
