Contractor, so that administration and management of the project will be more efficient by following <br /> processes already in place with the General Contractor. <br /> c. The Public Works Director or his designee will review the three bids and <br /> determine which the General Contractor will accept, which may or may not be the lowest priced bid. <br /> The General Contractor will then contract with the chosen subcontractor, and the General Contractor <br /> will execute the project. <br /> d. In accordance with the circumstances, the Public Works Director may <br /> adjust the limited emergency competitive process stated in a, b, and c above as he deems necessary and <br /> practical. This authority specifically includes not using the General Contractor and instead directly <br /> soliciting bids from experienced contractors that the Public Works Director may select. Further, in the <br /> event of deterioration of the roadway prism or other circumstances, the Mayor may completely set <br /> aside all competitive process, purchase all necessary materials, and award construction contract(s) as he <br /> determines necessary.
