Resolution No. 2/ ' <br /> WHEREAS, the Everett City Council is concerned with the adequacy of <br /> citizen participation in the choosing of projects in the Lowell <br /> Neighborhood; and <br /> WHEREAS, numerous phone calls from Lowell citizens concerned about <br /> the neighborhood voting process have been received; and <br /> WHEREAS, the Lowell Neighborhood has $54,028.73 in unspent <br /> neighborhood funds dating back to 1981; and <br /> WHEREAS, the City Council has a strong desire to have the Lowell <br /> Neighborhood funds committed to projects which benefit the entire Lowell <br /> Community; <br /> NOW, THEREFORE, the City of Everett does ordain: <br /> Section 1: That a formal written procedure be established by the <br /> citizens of Lowell (a) setting out a process for voting <br /> for neighborhood projects and (b) establishing a regular <br /> election process to be held to elect a Lowell Civic <br /> Association chairman, vice-chairman and secretary, and a <br /> regular meeting schedule. <br /> Section 2: That budgeting for present "carryover funds" of <br /> $54,028.73 and future 1986 funds be budgeted in <br /> conformance with spending patterns historically <br /> established by Everett's other three neighborhoods and in <br /> Lowell's past. This spending guideline would be: <br /> (1) Street, sidewalk, pedestrian 76% <br /> paths, drainage etc. <br /> (2) Parks 18% <br /> (3) Rehabilitating and Weatherization 1% <br /> (4) Miscellaneous Projects, i.e. 5% <br /> a) Neighborhood Plans <br /> b) Community Organizing <br /> c) History Projects <br /> d) Neighborhood Cleanup <br /> e) Tree Planting <br /> f) Rodent Control <br /> Section 3: That the Everett Planning Department insure that all <br /> neighborhood residents are notified about the City <br /> Council's desires for maximum citizen participation and <br /> an open, clear neighborhood voting process. <br /> Section 4: That the Lowell Neighborhood present their projects and a <br /> status report to the City Council on or before June 18, <br /> 1986. <br /> Af <br /> o Oi an Introducing Resolution <br /> PASSED AND APPROVED BY CITY COUNCIL THIS 4; DAY OF APRIL, 1986. <br /> g42/ <br /> Presi ent <br /> 2252F <br />
